Award-Winning Research

Howard Research has worked with a wide variety of public and private sector clients.

We are perhaps best known for our program evaluation work with various Ministries in the Province of Alberta. In addition, we have completed a number of projects for federal and regional levels of government as well as for not-for-profit organizations and corporate clients.

Some of the important issues we have recently addressed include:
Health Reform - Howard Research has evaluated more than 50 health reform projects through the federal Health Transition Fund and provincial Health Innovation Fund. Our synthesis of process, impact, and cost-effectiveness assessments has helped decision-makers learn what models of service delivery result in improved quality and accessibility of health care.

Drinking and Driving - A provincial transportation department wanted to know if their administrative license suspension program was effective in reducing drinking and driving behavior and reducing alcohol involved collisions throughout the Province. Howard Research used sophisticated statistical forecasting techniques and found that the program was indeed effective. We were also able to link the effectiveness of the program to public awareness strategies and recommended an approach to increase the effectiveness of the legislation in reducing drinking and driving behavior.

E-Health - Health Canada wanted to assess the impact of CHIPP, an $80 million federal initiative to stimulate e-health technology (e.g., telehealth, electronic health records) in health services delivery. Howard Research developed the evaluation framework, and later went on to interview over 70 key informants from across the country as part of the funding program assessment.

Services to Children - 3 Cheers for the Early Years is a major initiative in Calgary Health Region to improve the health of children aged 0-6 years, thereby providing them with a better start in life. Using a consultative process, Howard Research developed a comprehensive framework that the company is now using to evaluate the impact of the overall initiative over a three year span.

English as a Second Language - What predicts success of ESL students in Alberta? Howard Research identified predictor variables and intervention strategies that contribute to academic success of ESL students. Case studies of elementary, junior and senior high schools, interviews with experts and key stakeholders, literature synthesis, and a province-wide survey of Alberta schools helped to identify best practices for this important student group.
